How Can California Solve Global Warming and Invest $1+ Billion Annually in Clean Technologies Without Raising Taxes?

By Auctioning 100% of California’s Global Warming Pollution Allowances. 

The simple truth is that solving global warming means kicking our dependence on fossil fuels.  The good news is that California has the skills, know-how and ingenuity to lead the way in solving global warming. Now all we need is action: the Schwarzenegger Administration should commit to auctioning 100% of allowances if the state adopts a cap-and-trade program, to support clean technologies and generate at least $1 billion-a-year for a Global Warming Solutions Fund to invest in clean energy.

Dear Governor Schwarzenegger:

It’s time for California to solve global warming by making a large, long-term investment in global warming solutions.

Please establish a $1+ billion-a-year Global Warming Solutions Fund to invest in solar, wind, energy efficiency and other technologies that create jobs, protect public health and make California a leader in solving global warming.  The Global Warming Solutions Fund should be funded entirely by requiring polluters to pay for every ton of pollution they emit and shifting these resources toward clean energy.   

By creating a Global Warming Solutions Fund and making polluters pay, California will play a leading role in developing new technologies to solve global warming.
